The North West Counties Football League is looking to recruit an Assistant Referees Appointments Officer. 

The Assistant Referee Appointments Officer will lead the continuous improvement programme for assistant refereeing across the League’s three divisions, working with the Referee Appointment Officer for the Step 5/6 pool. This will be achieved through the effective management of systems and procedures, acting as a role model for assistant referees, and supporting their ongoing development.

Key Responsibilities:

• Appoint assistant referees to fixtures in using MOAS.

• Register, recruit, and retain an appropriate number of match officials.

• Make appointment changes as required due to fixture or availability changes.

• Respond promptly to fixture amendments, including short-notice changes, ensuring MOAS is updated and appointments are adjusted accordingly.

• Administer all aspects of the Assistant Referee Marking System.

. Ensure assistant referees are appointed to a wide geographical range of clubs.

. Report to the relevant Referee Development Officer when an assistant referee may need additional support.

• Be available to take calls at any reasonable hour or ensure suitable cover is in place to deal with emergency reappointments, especially on match days.

• Liaise with the relevant people when there are insufficient assistant referees available for fixtures.

• Coordinate with the Referee Appointment Officer for the NWCCRP.

• Liaise with the NWCCRP on the appointment of referees, assistant referees, and fourth officials for NWCFL League Cup Finals, and attend these matches where appropriate.

• Improve the quality of assistant refereeing by working with the NWCCRP to support training at the start of each season and by regularly observing NWCFL assistant referees in action.

• Agree on the need for and content of any annual training events, including updates on law changes.

• Provide assistant referees with relevant updates from The Football Association as required, and from the NWCFL, including but not limited to ensuring assistant referees comply with league rules and joint travel protocols already in place

• Attend meetings with the NWCFL/NWCCRP when required.

• Attend League meetings when reasonably requested.

• Identify trends where assistant referees frequently provide limited availability without valid reasons.

• Attend Pool Committee meetings and report on NWCFL coverage, including:

o Total number of assistant referees.

o Any specific issues related to assistant referees and their availability.

• Identify assistant referees not meeting required standards and support improvement processes in conjunction with the relevant County FA Referee Development Officer.

• Understand and apply FA Handbook Section 25, taking appropriate action with the assistant referee and their Referee Development Officer if necessary.

 

Person Specification:

• Currently or previously registered referee/assistant referee would be desirable. 

• Familiarity with using MOAS would be desirable.

• Familiarity with Microsoft Office, and keeping records.

• Available at short notice throughout the season, especially on match days.

• Good working knowledge of current referee structures and systems.

• Experience observing, coaching, or mentoring referees at County and Supply League level.

• Knowledge of the Integrated Observer Scheme at Supply League level.

• Ability to travel as required.

• This is an Honorarium based Role.
